The Former President's Progressive Warning Misses The Continent's Real Threat: Economic Decline.

The recent US national security strategy offers a flawed assessment of the European Union. The document asserts that unrestrained immigration and what it terms "woke" agendas represent an existential risk to the continent's identity. However, this argument rests on a serious misreading of the reality. The true danger facing Europe is not cultural but economic and technological backwardness.

The Stark Economic Gap Between Europe and the US

Statistics reveal a stark picture. Between 2008 and 2023, American economic output grew by 87%, while a mere 13.5% increase for the European Union. During this time, EU GDP per capita fell from over three-quarters to just half of the American figure. Remarkably, even Mississippi now boasts a greater average income than several leading European economies like France and Italy.

Currently, about half of the global top fifty technology firms are American, while a mere four are from Europe.

The Technological Shortfall: The Core Question

This widening disparity is driven by stronger productivity growth in the United States, largely due to technological innovation and higher total factor productivity. The landscape of global tech dominance is decidedly American. Over the past fifty years, hundreds of American startups have grown into enterprises valued at more than ten billion dollars, versus just 14 in Europe.

This gap prompts a vital issue: In the race for future industries like semiconductors, AI, and fusion energy, where does the EU stand? Experts widely concede it is essentially a two-horse race between the US and China, with Europe entering at a significant disadvantage.

Root Causes of Europe's Innovation Gap

A number of major factors account for this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and agile system for financing new ventures. Europe still lacks a genuine unified investment market, a factor that limits the growth potential of new firms.
  • Bureaucratic Hurdles: Complex and divided rules hinder Europe. A US startup can introduce a service under one set of laws to access a market of over 330 million. The European Union, despite a larger population, is divided among 27 different national systems, creating huge internal barriers.
  • Mindset Differences: Views on risk-taking vary greatly. In some EU nations, a startup's collapse was historically met with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has eroded its capacity for pioneering research.

A Path Forward: Reasons for Hopefulness

Despite these challenges, one can find reasons for hope. Policymakers are increasingly aware of the existential challenge and have started to propose serious reform. Notable analyses on European competitiveness and the single market highlight the need for sweeping changes.

Given appropriate incentives and rule changes, Europe's strengths might enable far greater degrees of business-led breakthroughs.

The continent retains significant advantages: skilled human capital, top-tier schools and universities, and world-class research institutions. Coupled with a large internal market and high savings rates, these foundations have the potential to unleash a surge of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in creating next-generation technologies, it can still dramatically boost economic output by adopting and adapting advancements from elsewhere.

A Critical Juncture

Europe now faces a decisive crossroads. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, the continent's technological decline has been gradual. However, without decisive action to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible loss of global economic relevance.
